Russell studied at Westminster School of Art under Fred Brown. His subjects range from landscape and maritime views to portrait and genre works. Russell's fluid and instinctive technique is native to the Modern British school, whilst his traditional compositions acknowledge the previous generation. He exhibited five works at the Royal Academy and was Assistant Professor at the Slade School, 1895-1927, and Keeper of the Royal Academy, 1927-42.
